Project context
The Deputy HSES Manager is responsible for Site HSES (Health, Safety, Environment and Security) at the Porthos construction site near Rotterdam, Netherlands. The role leads, assists and advises the Site, Construction and Commissioning Managers on HSES matters during construction and commissioning, and guides the HSE teams of contractors and subcontractors.
Responsibilities
- Promote the 12 Life Saving Rules and Stop Work Authority.
- Establish and animate the site prevention organisation and manage the HSES officers team.
- Ensure subcontractors comply with contractual, local, client and site HSES requirements.
- Review and co-validate HSES plans, risk assessments, JHA/JSAs and other required documentation.
- Verify the control of materials, tools and machinery in line with applicable regulations and E&C standards.
- Manage permits and notifications, including Safe Work Permits, Confined Space Permits, X-Ray, Pneumatic and Hydraulic Notifications, and Heavy Lifting Plans.
- Coordinate co-activity and high-risk or special works, including excavation, confined space, work at height, lifting, radiography and pneumatic activities.
- Monitor chemical product use and storage, housekeeping and site conditions.
- Lead subcontractor safety meetings, issue minutes and follow up corrective actions.
- Perform safety audits, inspections, walk-downs and daily safe/unsafe act observations; stop unsafe activities where unacceptable risks are identified.
- Deliver toolbox talks and training on topics such as Safe Work Permits, work at height and confined space.
- Implement and maintain the site-specific HSES and Emergency Response Plans.
- Audit subcontractor HSES documentation, including permits, equipment inspections, orientations, incident reports, operator certifications, meeting notes and training records.
Functie eisen
- Minimum 8 years of experience on construction sites within Oil & Gas, construction or petrochemical industries; preferably 10+ years of relevant experience in Oil & Gas or chemical construction plants.
- Senior HSE/Safety Engineer level 2, MVK, Master level or equivalent.
- VCA VOL.
- Training in work at height and confined space.
- Electrical authorisation H0B0.
- First Aid certification.
- Demonstrable experience in site commissioning.
- Strong contractor and subcontractor management experience.
- Proficient in Dutch and English, both written and spoken.
- Advanced proficiency with Word, Excel, PowerPoint and Google Tools.
- Medical fitness for site work.
